Retrofitting and reinforcement of Levees

The ISSMGE Technical Committee 201 (TC201) on Dikes and Levees is preparing a joint report on the retrofitting and reinforcement of levees. This report aims to advance the international exchange of knowledge on techniques for strengthening levees.

I was happy and proud to be part of the international Dam World 2025 conference in Lisbon (https://dw2025.lnec.pt) where I have been invited to give a lecture about levee failure modes.

An international working group has published a book with the basic principles of emergency management for flood defences. The handbook is more a practical guidance with principles, issues, methods and examples as well in the preparedness as in the response phase. This describes the problems managers face and possible solutions.

The International Handbook on Emergency Management for Flood Defences, set to launch on December 10th, 2024, aims to save lives and minimize flood damage worldwide. Its ultimate goal is to build an international community of flood defence experts, fostering collaboration and continuous improvement. True to its slogan, “Ready for use, but never finished,” it invites users to contribute their experiences and insights for future updates.

The Levees and Flood Defenses Working Group (LFD WG) is operating under the European Club of ICOLD. It was officially created during the meeting of the European Club in the Stavanger congress of ICOLD in June 2015. Its terms of reference have been updated in the 2018 ICOLD congress in Vienna, as the new Technical Committee on Levees of ICOLD was started. The roles  for the LFD WG are now:

  1. To act as the European level Backing Group to the new ICOLD TC on levees, which will identify issues of importance to European practitioners that should be promoted to ICOLD, including technical, governance and policy issues.
  2. To provide a European Community of Practice on levees (including engineers, managers, researchers, authorities,…), which will also act as a counterpart to the US Levee Safety Coalition.
  3. To provide a vehicle for collation of issues for research and support for national and European level funding of such research.
  4. To provide a vehicle for exchanging and disseminating news and views with regard to levee research and practice, including via workshops, the existing website and a regular newsletter

Membership is open to all individuals who are members of National Committees belonging to the European Club, with agreement from their respective National Committee. Members of EUCOLD LFD WG from a given country will maintain close relation with the national member and the national backing group of ICOLD LE TC (when applicable). Guest contributions from non-members should be allowed when this has significant added value.
